tf2 map making helps

i hear tell that several of you guys are making tf2 maps, i'm havin a problem with my cap points.. here is the overview of the problem


I am making a small cp map with 3 points my map layout is like this (red spawn) - cap point 0 - cap point 2 - cap point 1 - (Blu Spawn)

i have point 2 set to require red to already own point 0, and for blue to already own 1.

point 0 requires red to own nothing, and blue to own 2 and 1
point 1 requires blue to own nothing and red to own 0 and 2.

all cap points start neutral.

i have a team controll point master set up with "0 2 1" in the cap layout field.

in game it shows the 3 points at the bottom. but only shows a lock icon for the middle one (for both teams) even tho it won't let me cap the far opposite point. (says must own previous points)

if i spawn as red. i cap the point closest to me (0) then go to center (2) and cap it, as soon as it caps it tells me i've won the game. even tho 1 is still neutral.

If i spawn as blue as soon as i cap the first point (1) it tells me i've won the round even with 2 and 0 still being neutral.

this is confusing me. any help will be appreciated.
