hmm.. that doesn't really look that high-poly to me but whatever.
the wireframe seems pretty nice, but you've got tons of 5-sided faces in there, which i believe aren't very good for deformation and stuff.
i know it's based on the cartoon, but I can't see the blendshapes that well, maybe a little more tonal value on the face would show off the differences a bit more

Yea, that would be the obvious thing to do, but I thought he might not have which would account for the polycount.
But it seems your tubular sections (fingers and arms) have a lot of poly's. If the character is intended to be displayed at the size he is in the first pics, you could easily get away with having mittens, and perhaps kill a few edges in places you cant really see (under the arm if there are ones not doing much there etc.).

The expressions are cool but his Hands and lower legs could use a bit more work.
The legs would need bigger volume as well.
