As I recall, the Xbox 360 games are not region locked by the console itself, but on a game by game basis by the game maker.
Gears of War for example was not region encoded, I know a lot of people who brought back the US version from a research trip and it played with no issues on PAL/EU consoles.
The PS3 was lauched with the announcement that it was entirely region free, however this wasn't for PS1/PS2 games, which were still region locked.
