could it be a lack of global subsampling? try max 2.5 star or hamersley. in the projection mapping rollout of the render to texture dialog click the options button. then the setup button in the projections options dialog. then enable global subsampler.
Overlapping or flipped uv's ? Would be a problem with the lightracer especially. Does the normalmap have the same errors?
Are two models lying exactly on top of each other ? (points and faces are in the exact same position. ) Max doesn't like that and renders similar errorpatterns. Happens when the model you bake from and to are coincident, too.
Every max user should know this. In fact, it should be a huge red button in every rollout ¬_¬ Unfortunately though I can't tell you, I haven't used max since 2.5 Utilities or something? I've forgotten.

You can also try scaling up your objects and or adjusting your unit scale.
Customize > Unit Setup > Set to Meters
Then make a cube that is 2 meters high with 2 height segments, scale up or down your model to roughly fit the height of the cube, should work. -)
