as you can tell by the name this prop pack was made for the mod dystopia but any
sci-fi/cyberpunk themed hl2 mod/map should feel free to use em.

half life *.mdl and *.vtf format to the native format of another game/3d engine go for it.

yes you can .... but seriously who is gonna buy em from you if he /she could get em for free from the intarwebs instead ? if you find dopes like that you deserve the money and they deserve to be exploited
I haven't downloaded the pack yet, but would it be possible to get 3ds files? I know you didn't want requests, so ignore this if it's annoying The group I work with is developing in Torque and I don't know of any direct converters from hl.
The Creative Commons Atribution license seems to fit to your description:

It's a lot easier to deal with licensing issues if every piece of artwork doesn't have a different license.
And it can become overwhelming quite quickly when making a game with a mixed variety of assets.
And in addition to that it gives you much more legal security
