Biped mirroring problems

In structure mode, or in animation mode, I can't get the foot bones to be perfect mirrors. This ruins my ability to mirror weights in the skin modifier.

If I go into left ortho view, I can clearly see the feet are not in the same position. However if I select the entire chain from upper leg down, copy pose, and paste opposite, nothing changes. I tried making an entirely new biped, and I still get this problem. I'm using meters as my unit, so I can export to Torque, but other than that, everything is exactly the same as all the other times when I've had no problem.

Anyone had this happen, and better yet, know how to fix it?
