I think this juxtaposition-ing (if you can even call it that) of the simplified cartoon style characters against the more realisticly rendered (or more painterly) environments has been a staple with the anime and manga style.

It is typical in most anime for the backgrounds to be more like paintings. In fact, the background looks almost exactly like the show, too bad the character looks like ass with that chunky black outline.

In animation, backgrounds are typically painted, and only the characters and objects which they interact with are painted on cels... well, unless we're talking about something like Family Guy or The Simpsons, but GOOD animation uses painted backgrounds.

It does look very nice. I have the latest Naruto game which was a Japan only release and it covers all the characters through the Shippoden series (all the new episodes after the filler), like older version of Naruto, the other members of Akatsugi, etc, so I'm sure this one will cover up to at least that.
