What is the average poly count for an airplane, weapons (sword shotgun), fully functional male character and a vehicle used in games ranging from GTA San Andreas to Halo?
If someone could answers this I would much appreciate it.
There really is no "average" polygon count. There are far too many variables that come into play to come up with an "average." The polygon count might depend on the type of game, whether or not there will be more than one asset on screen, whether or not the asset will visible to only one player, and not others, etc.

I'm working on a couple UE3 titles right now and the counts are being pretty generous on things that I am working on.
It's not just polycounts though that you gotta worry about but the texture res / size that will really eat up memory and all kinds of special things you can do with shaders now.
Your question at least tried to nail down a few more specifics, but we can't really do the 'range' thing - we could probably give the counts for Halo and for SA, but not inbetween.
Remember that most/many of those models will also have LOD versions whch will be used depending how far away you are from the object.
