Display Offset weirdness

Ok, so I've been having this issue for a while, but its never really been a problem so I've never tried to fix it, but now I am trying and I'm not sure where to go...
When I boot up my PC the DELL logo is offset about a 3rd of the screen to the left, same when the windows loading screen comes up....by the time windows actually comes up the video drivers have taken over and the screen is centered again...thus I haven't bothered trying to fix the problem untill recently. Well I downloaded an old DOS based game (XCom 1 whoot!) and after fixing the initial problem it has with direct X hardware accelleration, I discovered that it to was being offset like the Dell logo and the start up screen...
Does anyone know how this can be fixed/adjusted/recalibrated? I assume its some DOS or BIOS setting, but all of my knowledge in those areas moldered away many moons ago...Anyway, Any help would be greatly appriciated as I have a NEED for some oldschool XCom playing.
