CONCEPT FIRST!
Marionette binds the tortured souls of children to his multitude of dolls, now free to manifest their merciless mischief.
Similar to the child catcher from Chitty Chitty bang bang, except gone to hell and back.
To be honest, I'm kinda "meh" on this idea right now, considering it was the first to pop into my head. Much like seth81's "blood theatre" kind of high society, entertained by evil exhibitions, however I don't want to step on any toes, so I might move onto my second idea after plodding through a few more thumbnails on this guy.
More alien? Less/more victorian (yet futuristic hmm) Vats of fetus~like entities strapped to its back?

I like the sense of fun that this character has, but I think you hit on one of the major issues yourself already - it should probably appear more futuristic. At the moment it looks firmly rooted in the past... something which does not sit well with this theme!
I heartily recommend another round of thumbnails - take the best elements of these and mash them around crazy new shapes and ideas, I'm sure you'll hit on something amazing very soon
