A quick, initial sketch. The final version will have the lower arms holding the controls of a funky jetpack, while the upper right arm will have a gun and the left will have a swory-pointy-thing. As for how he'll be dressed, I'm thinking something like a bodysuit, with his head, neck, hands, feet, and tail exposed.
He's a genetically re-engineered gecko, and though it's not on this VERY rough sketch, he'll have the nice large fingerpads to represent the climbing ability on his upper hands and his feet. May come up with a funky way to hold his weapons because of them, too...

Okay, I misread, we're supposed to make Supersoldiers. So I decided to go with a Recombinant DNA idea - humans mixed with MAMMOTHS.
The minigun on the right arm might be replaced with a gauntlet mounted one, and I might whip up a chestplate of some kind. The two shoulder plates will have huge effin' guns on 'em (paired wpns), and I -MIGHT- modify the head to add some small tusks.
Not sure if I'm gonna do the leg fur as transmapped planes, or just texture it in. Whichever I do, there'll be some on the back, too.
Okay, the minigun will be moved to the shoulders... perhaps either a pair of them, or maybe a minigun on one shoulder and the ammo drum on the other with the ammo belt feeding between...
Well, you're getting somewhere, but I have to say that he doesn't really strike me as particularly evil. Cartoony thing probably isn't helping that, though.
well if it isn't the guy that just cannot wait... pity you aren't allowed more than one entry, at this rate you'd have several done by the deadline!
you're faily far along but i would have to say that you probably picked one of the very worst lizards for an evil character. there's a reason that a gecko is a spokesperson for Geico, and not just because of the similar sounds of their names. Geckos are terrible cute and you're going to have an uphill battle fighting against that, but i think it can be done. just say that this gecko, in addition to turning him into a crazy fighting mutant, had some genetic meddling done on him to change the way his head is shaped considerably. honestly i'd go with just about any other lizard--remember, in basic form language, rounded and soft = friendly and nonthreatening, while all the sharp and jaggy stuff is what's mean. crocodiles, them mean sumbitches, obviously. anyone could tell you that.
so while you don't have to swap his head out with a croc's, take your cues from nature and accentuate the mean characteristics if you want to have any hope of making this guy look properly evil.
other than that, best of luck, and keep updating!
I'll take your advice and revisit the head a bit. I still have 828 tris to play with on the default character, counting his flight pack as part of the character, since it's currently a total of 5172 tris:
Also, Gauss, I can always work up MULTIPLE things, and decide at the last minute which one I like the best... as long as Work doesn't throw me any more curveballs.
No separate vehicles is what I thought, and the flight pack is fully incorporated into his armored suit. Thus it's not a separate vehicle.

Hrms... looking at the overall concept, it's just not 'clicking' with me. It's beginning to feel more like a bad guy from a comedy kid's game like 'Ratchet and Clank' than an evil "Shadow"... well, I'll cook up another concept and see how that goes.
New concept taking shape. Played with Arsh's low poly bust in Zbrush, and cooked this up:
I picture it ending up similar to a sci-fi version of Harryhausen's Medusa from Clash of the Titans, except male, armed with a close-range multiweapon, and nicely armored.
To be honest, i'm just not feeling the new guy, I know the gecko wasnt treading right, but he had character, right from the concept pic, with the snake guy I get nothing
The head reminds me of the Deciever from Warhammer 40K. The concept seems kind of bland though, compared to the first guy. He was weird and unique and wonderful, and I wuved him.
Hmm, i'm pretty loathe to say this, but while I dont think the snakeman was working for you, I dont think going back to the gecko is the right direction either, unless maybe start back from his basics and pick a nastier lizard?
I think snake guy has potential, try doing a paintover with the goal of giving the face some more character. also think about the snake part, could you add ideas to that to make it less tubey (repeating shapes down the spine or something like that). Use what you have as a base to jump off onto other more complex ideas, dont think you have to scrap it yet

I'm just roughing in the shapes right now, and will add in details once the basic form is done. With his arms, he's sitting at about 2884 tris.
