Windows Plug in Help

I'm trying to find a shareware or freebie program that allows me to "tack" a program as the front window at all times. Including if at all possible when full screen 3d. The window in specific will be putty/ssh and I need to immediately keep track of incoming emails through pine.

I have tried numerous search terms on Google, but cant find what I am describing.
