the guy he is makng fun of has no understanding of poly limits and games... so in the extremly low-poly model competition prime gets mad and complains that you can't get good detail from a 500 poly model... then he creates his own competition for "high poly modeling" but then caps the limit at 30K, and for high poly models thats low... then he actually expects to use that 30K model in a mod...
"- the model should have less than 30k polygons (in other words, the models should be made so that you can have a lot of them in game "
Is pretty much the punch line.
Compare to screenshots from TA Spring (http://taspring.clan-sy.com/screenshots.php) It's an RTS engine, 30k polies is next-next-next-next gen, and then another next because it's RTS.)
That's the Spring (horribly unoptimized RTS engine) forums, they're holding a modeling competition to get some freely available models for all mods and this Optimus Prime guy claims that the polygon* limit of 1k per model is way too low (keep in mind this engine does not support LODs) and that it should be raised to 8k so we can make models that can actually be used by mods. He goes on complaining how you can't make a good looking model with less than a few thousand polygons and that faking detail via texture is not workable (since he claims you need bumpmaps for that to look good). Also that since that's a modeling competition (no texturing) the models need to have enough polygons to have their detail without a texture.
After that he starts his own "hi poly" modeling competition with a polygon limit of 30 000 polygons. When I ask him why a hi poly compo has a poly limit he says 30k is the limit so the game doesn't slow down when there's many of them in play.
*=He even complains that it's triangles, not polygons though I think that complaint may have been in a previous thread.
Well, I saw that the guy was not knowing what he was talking about....reminds me of the recent thread here where a guy was expecting to pay people dirt cheap for high end models, and wondered why it takes "so long to make em". Can't say I was laughing, but definitely one of those moments where we need a NBC star explaining it in a "the more you Know!" commercial!

He was bragging about how great his skills are, and how amazing his model is for `1200 polys, then showed this: http://www.wolfegames.com/TA_Section/Screens/screen011.jpg
