scaling issue in zbrush

i'm posting this for a friend who is going crazy trying to figure something out.
"I am have a problem with the size of my smallest brush. I cant seem to shrink my brush as small as I have in previous models I have worked within zbrush. Could the actual physical scale (I have reset xform so that isn't off) of the model have an issue within zbrush? does the geometry have to be a certain size for it to work properly in zbrush? "
