yes the dock works.
it's the 'demo' version of ObjectDock which is fully functional. you just dont get the tabs and roll-out menus of the pay version. http://www.stardock.com/products/objectdock/
all im doing is using a theme, moved the taskbar to the top of the screen, took the background image from my iBook and changed some icons. it's still windows. just prettier. XD

what i did prior to my new harddrive was to make a folder in C:\ called 'content' and dump all my crap in there in appropriately labeled folders, 3d, photoshop, images, videos, mp3s, etc.. and use subfolders for each project/class/whatever. but now i have an entire 279gig harddrive instead of one folder.
i do keep little notes on my desktop or quick links to game FAQs and the like on my desktop. and my main use folders are links on my ObjectDock bar. 1 click access
for me it makes it easier to backup things to cd/dvd. just do a quick check of the main folders and not have to worry about the subs or stray files.
I have a very disorganised mind. i find that when Iam creating artwork i very methodical, but when actually saving stuff out I am very disorganised. gets me in trouble quite a lot. I like to hoard things and my desktop is my rubbish dump. If yu can my imagine my mind working , its like 'I will just put it there while I do this other thing'

They're available in 10 resolutions, including PSP-sized. They're all pretty high quality images. There are about 650 or so.
