Rodney Olmos made a UI for max 7 and max 8 called ROTools
I have some problems with it. I guess it's mostly hard to get used to, even after using Maya for a while.
Anyway, there are some cool features. Check it out.
phew... well yes, that shelf was "the shit" in magma/R3 back in the day. i love it, too, but autodesk disabled it by default around R6 for "performance reasons" afair. so now, every upgrade is a pain. i usually manage to do it by copying over my old settings files from a R4/5 install and hacking those.
the functionality is still there, just the gui way to enable it has been removed.
you might want to check CGTalk, i know i got some answers there back in the day. look for "tab panel", that's how it's called in max.
just like in maya, you can put scripts, buttons, etc there by drag&drop.
edit: that ROtools might give you tabs more easily, indeed. maybe just change the menu structure back to defaults or make your own instead.

im talking about the menu bar on the top. it looks like maya. in the pic it has lots of tabs with all the stuff under the create tools.
I have no idea where that came from or if it's even possible in newer versions of max.

AFAIK, the tab panels aren't in Max8 -at all- now (tried toggling them with script earlier today; no dice).
