But that begs the question : WHY release shots? This is hardly likely to get people salivating, which is the whole point of early marketig
They are learning how to use the new technology. The first PS2 games looked similar to PS1. It took some time before PS2 games started utilizing all the new features the hardware could offer. There will be a world of a difference between the first PS3 titels and the ones you'll see in a few years time.
Publishing screenshots is usually done by the publisher/marketing people. Sometimes these folks want to show stuff too fast and cannot always judge the quality of the current build compared to what it will look like.
Here's the deal, shitty artists and shitty programmers make shitty looking and shitty playing games. Doesn't matter what "gen" they are. And yes those screenshots of Rain look like splinter cell cell phone edition.
It's being done by Japanese developer Artoon. They seem to be a company who knows what they're doing. I'm guessing the publisher (a company that's been around less than a year) was too eager to show something. I've heard too many stories of early shots being released by a publisher to assume the dev/artists are shitty (which sometimes may just be the case).

if you watch the trailer, they only show a tiny bit of fast cut realtime at the end, so thyre obviously not too proud.
