I drew this concept without looking back at the original character. I see a few things I'm going to tweak:
-flip the ends of the hair
-make the design on her abdomen match the magic wand from the original.
-change the triangle designs on the outfit to the design at the base of the original dress.
I would suggest to make the crown match the one on the original character.
Right now its kinda generic chich on your concept and even if you make the suggested changes it will still be rather hard to guess who she is if you dont know.
I didn't want to format. Max was locking up my computer frequently and it eventually caused enough of a problem to cause lockups when Windows was booting. Reinstalling Windows also caused lockups. Finally pulled all my RAM except the bank0 chip, and then Windows reinstalled. After getting it up and running, I attempted to reinstall SP2, with no luck. Kept getting Access Denied errors. Found online that specific registry entries need to be edited when that error occurs. The process for finding out each file is a pain in the ass, and it took hours to get it installed.
And there ya go.
Hawken, the crotch is too high, you're right. I'll fix that. I don't see the point in making the character look more like the original other than the changes I stated I was going to make in my original post. I do plan on following the original character's color scheme pretty closely.
What game is this Queen Frostine from? Not one that ever made it out to Australia, it would seem.
It might be nise if you lift a few more elements from the original design so that she's recognisable in her updated form. The curls at the ends of the hair, crown and sceptre seem to be the most important parts of the design, and perhaps the apron could all be worked into your design without majorly altering what you've got already.
I think it would be much cooler if you just modeled the original queen frostine. Nice drawing, but she just looks like some fantasy elf. Maybe push her a little closer to the original look. Much more exaggerated crown, and skirt.
Ignore the naysayers, this is a redesign challenge. I like where you're headed. If people have a problem with your redesign being too far off, they are gonna hate mine, muaahahahahahah!
As for you guys that are suggesting I make it look more like the original: Isn't the point of the contest to redesign the characters? I certainly wasn't going to redesign her to look the same. I don't see the point in that. I wanted to go for a Final Fantasy style look here. I plan to paint my textures in that style, and this would make a decent portfolio piece. Modeling the original Frostine would not.....at all.
I agree with swampbug. She looks a lot like a "fantasy elf". I don't think you should start from scratch or model the original, but I do think you should add some elements so she looks more like the personification of frosting (Frostine...frosting...omglololololz). Maybe puff the trim out (when you get the bubbly pattern in instead of the triangles). Maybe some decorations like what one would find on frosting (those edible pearl things, flowers, etc.). Maybe a bigger crown to make her stand out as queen (right now she looks more like a princess).
I appreciate all those suggestions, but I'm really trying to make her a new character and nothing like the original. The color scheme will be identical, and that's about where it will end other than small details.
I agree with some of these... people. Your redesign is less a character design and more an application of the color scheme to a tried-and-true realistic/fantasy/elf mold. Just my 2 cents. Either way I'm sure you'll make it look good, but IMO your redesign makes her look far less unique than the original.

While you've said your using the color scheme, and some of the more minor design elements, Ferg and Spacey are 100% on the money in that its now just a cyan & white elf. Give her gumdrop buttons or something, anything to relate back to the original besides a color scheme.
Whenever I take on a redesign (which is something I usually enjoy a great deal) I like to imagine Im working on the production design for "_________: The movie".
So in Candyland: THe Movie what would the costume design for Queen Frostine be like? Certainly not a direct translation of the board game, thats impossible. BUT, it should instill similar feelings in the viewer.

Of course, as a stand alone, people might not recognize the character, but if seen on a Candy Land game box, it would work just fine. If I were to see a blue and white princess on the game board, I would not be confused. I'm hard pressed to think anyone would.
Plus portfolio material is always good, who doesn't mind killing two birds with one stone?

Ok, here's my take on it: I like your concept. The overly happy concept turned totally melancholic, that's what redesign is all about, IMO. Good work, I just love the look in her eyes in your drawing.
However, you're indeed going a bit far from the original. I'd lose the pointy ears. The original doesn't show any ears, so you have all possibilities, but pointy ears immediatly say 'elf'. Regular ears don't draw as much attention, which they shouln't.
Furthermore, the original dress has the white parts overlapping the blue. As if it were a layer of ice, indeed. I think that that's the thing that makes her dress, and it fits her character. Yours doesn't show that, and I think it's a shame. Would be cool if you managed to get that feel of an ice layer on it, but with a more difficult pattern than the original has.
Obviously her thing in the Candyland game is cake icing, so I would inlclude some of that, you know, dribling down her chin, or maybe a little bit splashed in her eye?
Seriously though, tight concept. I can't wait to see where you take this one.
I've done some updates to the sketch, but I need to scan it in and upload it. I was still considering ditching the pointy ears. I'm not going to incorporate anything that looks like candy. The original doesn't even have that. The frosting look of her apron is about the only thing, but even that's a stretch. So my design will remain pretty much just like the new sketch I'll upload later.
I really don't think I'll have time to finish this by next weekend though. Overtime at work this week.
She has a snowflake on her rod and ice-crystal looking spikes on her crown so I'd say you should push the ice motive a bit more. An armor of transparent ice crystals over her dress would work. Perhaps with spikes even.

It might come-off pretty funny if you fashioned her, some frilly lingerie in the typical red and white candy colours too.
