I've trying to take out all the background work for my new website, and after trying various bits and pieces I've discovered Wordpress.
You will need php and a mysql database.
Basically, it's a blog system, but as well as creating news posts, you can create pages, and create groups of pages with a hierarchy.
There are several plugins that enable image galleries too.
www.rsart.co.uk has NO content yet, but everything there is wordpress powered at the minute - the news, the content pages and the links.
All you need to know is a little CSS, or even pick from 100s of existing templates.
I'm not on commision.

though what drives me up the wall more than anything is it's admin panel and the over-use of trebuchet ms on the internet
Also I've never had any problems with the admin-panel...
