ok i have seen people on low poly models using planes as hair,
maybe i should show you some examples to help you better answer this,

i am working a 3d character right now,trying to place planes on his head for hair,i want him to have spikey hair,

he is very low poly,like 500 or around that right now,he will be a game model,
sorry to ramble on haha,im using 3ds max 8,
but i need to know a good method on doing hair plane modeling stuff,
like when i paint it how should i do it in photoshop,
also anyone a good tutorial on all this stuff,
do you guys think this a good method or low poly modeling for hair,

No. Just no. That model is subdivided. No way in hell it's 500 or a game model.
Alpha planes in a game should be few because alpha creates problems when the planes overlap during rendering. Unless you use alpha test but that's ugly.
Spiky hair is generally hard, try to use as few planes as possible, make the hair flow in a way that allows you to get away with few of them.

i detach the polys and shape them out,i think if i uvw unwrap them and paint
them in photoshop it mite turn out good,Chris^_^
