Anime usually has less detailled heads so you can get most of it simply by dropping some details and altering proportions. A good way to get a base is to draw a front view with edges and moving them around so the sideview looks good as well, then use them for creating the mesh. Add some pinching and prodding and you've got your anime head mesh. I don't need to explain how to do the hair, right?
