copy and paste keys in maya 6.0

How does it work? I've been trying for ages to copy a bunch of keys from one file to another, which I know is possible, but I'm just getting a garbled mess the other end. It feels a lot like I'm missing some info on how the paste keys function actually works.

Basically our character is rigged to a bunch of bones, which in turn is constrained to a bunch of locators. This means we can fairly easily change the number of bones etc in the rig and keep the animation, because its all on the locators. I've got a walk cycle animated with the locators that I have sucessfully pasted to another file, but now I'm trying with another file and the positions just get scrambled- is there any trick to copying and pasting keys on a heirarchy of objects?

I've tried all the combinations of copy and paste options I can think of
