What version of 3ds Max are you using? There is an "Ink n Paint" material which ships with newer versions of Max (version 6 and upwards, I think), which will do cartoon shading pretty effectively.
FinalToon from Cebas looks like it has pretty good renders, but that one costs $$$, which I do not have, so I can't give you my opinion on it. The Ink n' Paint material may work for your purposes like has been said.

Plus a good start is to get a clear front and side view of the character and use those as a background of the front and side viewport (either set them as viewport background or apply them to a plane in thos viewports).
Then start with a default primitive like a box or cylinder and tart chopping away
The nice thing about cell shading is that the texture of the model doesn't need shading at all. The Totoro skin is plain grey with the features like eyes, belly, nose and mouth painted on it.

There's not much to teach since you just have to do it. Sounds lame but I don't see any other way besides...
- Find as much reference as you can from whatever you want to model.
- Get some tutorials. Google will get you there and here http://www.poopinmymouth.com/tutorial/tutorial.htm are some good ones too.
- Lock youself behind you computer for many many hours and just get started

Those glows? I made those with the standard Max [shivers]video post[/shivers] glow effect.
Nowadays I would have done that in Photoshop. All you need for that is a separate render of the beam and some elbow grease.
