There are a few people around these boards (damn few) that might guess it from a line, but it will be more likely guessed from clues
I've seen it and it is a GREAT movie, but I would have never guessed a line from it.
Blankslatejoe is right about the time period. No ships in the movie, though. It's more.... political. I'll wait a few more guesses before I throw another hint. Don't worry, I have one quote that will give it away for sure.

As Dukester says, a great film. You wouldn't believe that anyone could make you feel sympathetic with George V, but it does, even though it still shows he was a monumental jerkwad. This is a movie that you have to know some British history for, i.e. who William Pitt was, and so forth. Good thing I watched a lot of 'Blackadder the Third'!
And the giveaway quote? --> "The King's water is blue!"
