I am not sure but if GMAX can import .3ds files you can use milkshape 3d to open .md3 files and export them as .3ds files. I hope that helps. And I agree KDR_11K about how Gmax sucks. If I were you I'd try XSI Mod Tool or Blender etc.
If you're stuck with gMax, your best friend is a guy named Chris Cookson. Actually, he's out of the scene now, but his Maxscripts for gMax live on here: http://pages.infinit.net/browser/
You'll find importers there for pretty much everything, including the MD3 importer, plus Cookson's fixed MD3 exporter for gMax. One tip: the exporter needs all the polys in your model to be in the same Smoothing Group to be exported correctly to MD3.
You can install the tempest pack to some bogus folder, then take the md3exp.dle file normally found in plug-ins and put in c:\gmax\plugins. That way you get the import/export feature without having to use tempest all the time. I'm sure if you did a search for "gmax md3exp.dle" you might find the file without having to isntall tempest.
Either way you need the md3exp.dle file in c:\gmax\plugins before you can import/export md3.

That's not a good idea. The md3exp.dle plugin that Autodesk provided has been broken for years. Grab Mr. Cookson's scripts. Last I checked, they actually work.
If you're really interested in modifying Q3, I would highly suggest Milkshape. And use it's ability to convert to several file formats to personalize your workflow.

But seriously, GMAX sucks, it's based on an ancient version of MAX. If you can get anything else, do that.
