Sounds like it might be worth breaking the lease early just to get the hell out of there if this continues. Sounds like you might have moved into the ghetto district if the apartments look as bad as you mentioned.
I'll keep my eyes peeled since I am in that area. If I see it I'll call the cops first and you second Sorry to hear it's going so rough. Cars on my street if they are left out tend to have thier windows smashed in even if they have nothing inside.
I had to go for walks at night to calm my stomach down (before I found out I was alergic to a bunch of food) and would run into a few people doing things they shouldn't be doing in my complex. I started carring a large wooden dowel/stick and most of the time if I came across someone they would either hide and I would pretend not to see them as I strolled by or they would stand there like "I belong here, yeah... I own a condo and I just hang around the dumpster at 2am..."
I see Everett as getting worse when/if Boeing starts laying people off due to the stike impacting orders. I know my wife and I are planning to move deep into the burbs in some nice quite neighborhood. This condo/apartment living is crappy.

I used to lived in a part of the city where the car breakins were so bad that I'd leave my car unlocked with nothing to steal in it. It was better to leave it that way to lessen the damage to your windows.
It pissed me off so much I wanted to leave a 6-pack of beer on the front seat and put poison on the rim of the cans.
