Any preferences? Preferably something free, and I plan on bringing the geometry into Max, so I don't need a program that can render the terrain, just generate it.
And is there any way to take existing geodatabase information and convert it to a format useable in Max, or some other terrain program?

just displace a subdivided planemesh with a texture
btw I think there is some scripts at scriptspot that do terrain stuff in max, just search there
