It's sort of ridiculous, if you don't mind me saying so.
It's just one of those pet peeves, just like posting your name after a post on a messageboard, as if the signature, avatar, and most importantly NICKNAME ON THE SIDE didn't sort of give it away.

I thought that was to indicate replied to text in emails? no?

By the time someone showed me how to enter in two consecutive spaces, I was already used to ">", and I guess it just stuck from there. In fact, that's how I indent paragraphs on everything I type (message boards, e-mail, my website, etc.) That's really all there is to it.
