Okay I got this model sent to me via gmax format, and I exported it to W3D, and imported it into 3D Studio Max using a W3D Importer, whenever I attempt to use texporter on the model, the unwrap does this, does anyone know what the error is?
I have got absolutely no idea in the slightest, it seems to only happen with unwraps where I weld the vertices together (on the UVW map). But in this circumstances the unwrap was done by someone else, and the vertices where already welded.
It was perfect when I freshly imported it, the UVW map had no such errors, it was only when I moved a few polygons that this began to happen.

This sounds like the culprit to me, whatever you did here may have caused the error. Perhaps you had some uv's hidden, and moved some around not realizing they were welded?
I would retrace your steps with a fresh import and slowly figure out where this happened.
Ive seen this occur when the mesh has been modified at the edge of the UV map. Most times when an edge is turned that cross sections another portion of the UV. You can see that the verts are snapped from one section too another. Not much of a problem all you need to do is break the verts and move it back into the proper position.
But I can definitely say without a doubt, that it wasn't a stray vertice, if it was one of the polygons would show distortion (I always apply a checker flag temp skin).
Actually projection modifier will not work on UV's.
