UT2K4 Voice Chat Difficulties

Friend in Canada, hosts a server, Just me and them. Text chat works fine. Voice chat does not. on my end. the usual Menu items apply and I can talk and hear other folks on other servers, just not this one.
They are hosting the server, when they hit the "talk" key, the sound effects lower, but they have no "VU" bars on the left side and I don't see a character portrait slide out from the left when they talk, and they don't see anything of the like when I talk. We would like to use voice, but it's not working and "Sype" won't work with UT running.
We have elimiated menu error in each others games why as to we cannot hear each other. what other problems could there be?
