if it's from a store- check their return policy, and test it when you get home.
if it's from a person- tell him you want to test it first before buying it.
If it's not a Wacom, I'm usually very wary of them. I've tried the value priced tablets before, and you get what you paid for.

Is this bad or good or what!?

I've heard horror stories from other people about the cheaper tablets out there but I personally don't have any experience with them.

You'll definitely want to find out about the pen, if it's comfortable for use over extended hours, if it requires batteries, or even if it's wireless..and I hope you graduate to a Wacom eventually.

wacom is the only way to go, they do tablets for low prices in the graphire series (£20-£30). I used to use an intuos2, but I'm now stuck with a saphireA6.
If I had the money, an intuos3 A5 would be next.

Considering the size of the tablet i stick to the slogan Less is More. With a smaller tablet you can use your left hand for the shortcuts of your software and draw with the right (or the other way around if you´re left handed). I find that quicker, and I can more easily change to other programs while working.
