    Snapping verts to 0...

To keep the same vertex shape: set Ref Coord Sys to "World," set Transform Center to "Use Sel. Center," right-click the Select And Move icon, then type in the values you want. There are scripts to shortcut all this.

To deform the shape: set Ref Coord Sys to "World," set Transform Center to "Use Transf. Coord. Center," right-click the Select And Uniform Scale icon, type in 0%. I think there's a freebie script for this too, can't remember.

    Cycling the axis...

I use the F5/F6/F7/F8 keys, but this is configurable. In the Customize User Interface dialog, look for the shortcuts that start with "Restrict".

I haven't used Maya, but I hope this helps.

By Alt Right Clicking, you can choose the coordinate system for the active Transform off of the Quad Menu.
