Converting screenshots to illustration

I'm trying to come up with a list of enhancements to be made to in-game screenshots in order to give them a more dramatic, illustrative quality. I can't say much about the application other than that it should focus attention on the characters. So far I have:

-View in black and white to check for good value contrast and establish primary light source.

-CHARACTERS: add edge lighting, up contrast and saturation, lift up 2D texture elements that would appear in silouette, add effects (gleams, glints and glowing eyes etc), remove any faceted appearance on edge of characters.

-BACKGROUND: lower contrast and generally subdue, add detail on edges of low poly objects, perhaps a depth of field effect, texture overlay.

If anybody who's had some experience with turning screenshots into something more (think cover of Half Life 2) I would love to hear your steps.
