The concept reminds me from an old cartoon show from the late 80's I can't remember it though.
Well I'm just gonna say this now, it needs A LOT of work.
The model:
You really must look up human proportions and study them, this guy is totally out of whack. His feet are far too short. His waist way too thin, hands are far too small his nose is too long, he is missing his ears. The head seems to sit strangely on the neck aswell. although I can't properly judge it without a wirefram shot, the construction doesn't look to amazing either. It looks like a alot of edited primitives. I really don't see any resemblence to Hugh Jackman at all.
The texture: First off, you barely utilized the space you have on your texture, I mean you can get away with tons more detail, on what looks to be a 512 texture. The texture itself is very muddy, and looks almost as if it was done in crayon or something. There is hardly any detail in it and the lines are very blurry. There also don't seem to be any highlights on it at all.

Thruthfully, I suggest you look up some human anatomy refs, modeling and textureing tutorials. Then give it another go, and remake it. Because as of now...it's just not a good model. Though if you just want to attempt to edit what you have, then go right a head.
