I have tried adding more bevels and topology, I have changed the baking settings but I keep getting these weird bake spots. Any idea how to fix this?

Hi! Maybe the ray distance is too high, resulting in unwanted projections. Got any cage preview? If you share files, could take look on my end.

What program have you been using for baking?

You either need a cage or to limit the distance the baker is using.

xNormal? Then I would bake with an external
cage
file (inflated, smooth-shaded lowpoly). I thought the screenshot showing the projection errors was from Painter.

Also you can easily lower the raycast length in xnormal.
