How would you model this object? Can you please describe each of your steps, otherwise I don't understand how such types of 3d models are modeled,and i don't understand how traingulation works... Help me please)) There is a links below

That's the best place to ask this kind of question, but to actually get good feedback you should post a screenshot of your own attempt at solving this problem. See the first post there for instructions.

As you probably know, these models were illegally ripped directly from a game. So you can't use them in your own work, unless you are OK with Rockstar Games potentially pursuing you with a DMCA takedown notice. It's generally OK to rip models to learn from them, as long as you don't actually share them on the interwebs (like these fools have done). Anyhow...

Thanks, but the fact is that I do not know the tools for creating these models and how triangulation works. I'm not going to release these models anywhere, for me it's just practice, and in the topic that you're talking about, it's unlikely to help me ((I've already asked an important question for me and they didn't answer me normally ((( if anyone can help me, please help me, I beg you on my knees, this is the meaning of the whole my life

As was already suggested, share your attempts. One way to start would be with a box then cut, extrude, refine.

I do not know the pipeline for creating a 3d model, please tell me. Okay, let's say it's sub d modeling, but then how do I make a basemesh? I don't understand which polygon modeling tools to use. Please tell us what to use and where. There will be photos below

there is billions of tutorials like that. You need to go through a dozen before you'll even be able to understand anything people here might tell you.

Exactly what level of hand holding do you require? It shouldn't be difficult to find beginner-level information on the internet for this.

The defining characteristic of a base mesh is that it's to be used for something else, so it generally has a lower level of detail, and simpler topology that would support being altered significantly, subdivided to a higher resolution for sculpting, etc.

As for triangulation...You really don't need to worry about that. You'll want to use quads for the most part; they're easier to work with, modify, and see the flow of your model's topology with. There are times and places to use tris too, of course, but if you're talking about full triangulation that's something you don't need to worry about while you're modeling it.
