where did it come from?
it's unlikely anyone's going to write you a converter for free - it takes ages. but its possible that there's a pre-existing tool floating around that someone knows about

that's a list of numbers - humans can't do anything with it
someone will have written an importer for blender/max/whatever - find that and use it . the RDR/GTA modding community is fairly mature afaik so its unlikely there aren't tools and tutorials

Just importing will not work, here you need to somehow generate a model using this HEX
That tool helps you to reverse engineer the format - it won't do it for you. (fwiw - this is a very cool tool and I have grabbed it)

The guide explains how to do it but it's not a simple process - you're going to need to spend quite a long time trying to get each stage working and it looks like it requires a fair amount of understanding of how model files are structured.
I'd recommend starting with a fairly simple prop model from the game if you're going to do it this way
