Can anybody tell me, what would the job title(s) be for somebody who is doing the technical side of animation? For example, in an unreal engine game, they might be setting up animation blueprints, blendspaces, etc. Not an animator that creates the animation sequences, but somebody who designs the system which brings it all together.
Secondarily, where can I find people like this? I'm hoping to get a bit of consultation / mentorship - not a ton just enough to help me get over a few beginner hurdles with unreal animation ecosystem.
Just putting out job offers in forums tends to get 9 out of 10 replies from people who are beginners themselves and expect that you know even less - I'm looking for experts in the field.
Is there anything more productive I can do than just send cold emails to random names from games credits? Any groups where people like this congregate?

This sounds like a Technical Animator or Technical Designer role, you could also try Pipeline Tech Artist.
I take it "Tech Artist" is more like shader development stuff?
Not necessarily, Tech Artist is kind of a catch-all for anything that is not purely art or engineering. You might want to add Senior to the title if you're looking for someone more experienced. The only reason I mentioned Pipeline Tech Artist is when you say "system that brings it all together", that role popped in my head, but this sounds like more Technical Animator.
