this isnt really a job for substance painter. substance designer would probably be the better tool here.
or well you probably could create the tiling texture there. but how it is applied is decided on a UV level not by trying to paint a 2d tiling texture in 3d space.
If you want a tiling bark texture to run over a uniquely baked tree, i would suggest a second UV set. one for the unique UVs and one for the tiling UVs
