Is it possible so the bake in the second photo using substance can be done in such a way that its viewed the same way as it is in the first image? This is for first person so the player would see the details at the angle theyre looking at it from if that makes sense.

In my opinion, it's more effort for a limiting result, better use geometry.
It's probably possible if you baked using a cage with edited vertex normals pointing towards camera or something like that - but brrr, tedious. Another option could be to add the inset while texturing.
Look up baking skewing and how to fix it. If its FPS and you want players to see the detail, consider using geometry for more fidelity rather than relying on a bake for such a large detail in the players face.
