I tried converting the bitmap sampler output in designer and affinity photo too but couldn't get it to work, it always end up with artifacts inside zbrush
does zbrush still have problems importing high bit depth textures? I remember it being awkward enough that we dismissed it as a pipeline step and replaced it with something good.,

Zbrush didn't read exr files from Sampler at all on my end . While perfectly read any exrs from other 3d soft . But I stopped to use Sampler for a while already. Nerve been able to get anything good from it. So not sure about now.
I assume you can try to export to Substance Designer and then export as 16 bit psd from there. It worked for me last time I tried.

Looks like bit depth banding - try exporting your height map in a 16bit format, ie: TIF or EXR.

I use .EXR displacement maps all the time without issue 👍️
