Hello!
I noticed that in raster renderer when you turn on local diffuse it doesn't work with transmission materials. Is it normal or oversight? Especially bummer if you have skin material applied to the character, everything else gets bounced lights aside from skin and hair parts.
I know that ray tracing does the job, but sometimes for more "real timey" scenes I prefer raster.

This is expected, the local diffuse option is a relatively simple screen space effect and is not able to enter transmissive surfaces. For more accurate lighting simulations like this, you'll want to use ray tracing.
