Sculpted in Zbrush, textured and rendered in Marmoset Toolbag.
The hair's made in Maya using GS Curve Tool plugin.

I will probably make a breakdown on the hair but in the nutshell - I use the method from Georgian Avasilcutei's hair tutorial just instead of Max I work in Maya with the GS Curve Tool plugin :)
