If artstation is supposed to be blocked they're not doing a very good job. There are plenty of people from china on artstation. You can tell because they'll usually have a QQ.com email address and a weibo link. And of course some just have job titles like "art director at ubisoft shanghai..." The dead giveaway is when their location is set to "China".

China does crack down on VPN and other workarounds though.
