How do I use MAYA Constrains to move a mechanical wing?

I have trouble figuring out which constrain I have to use and the order they are supposed to be in so I can move the wing. My goal is to move the gear, and the wing should go up and down. The cylinders should just rotate and stay in their place. The second arm should follow the gear rotate with it like old train wheels. All parts are separate with their original center pivot.

Im confused by this construction. Where is the point of rotation? The gear is mounted to the other parts? How should that work?
I would first try to use driven keys.
This is just part of a bigger assembled piece. I hide the other parts to figure out how I can move these, and these are placeholders, not the actual parts.
