Need Help with Animations Being Less "Snappy"

Trying to get better at my animations, but I'm always finding that my walk/run cycles have a stiffness to them that makes them snap.

I'm hoping for some suggestions on how to smooth out the animations so it looks less like the character is having a hard time knowing how to walk.

Yeah this is a classic issue commonly known as "IK pop". You can try sticking his COG control into a layer and lowering it down on the frame where his leg is all the way extended so that it's not quite extended anymore, then bake it back down. Failing that, you might try to "frame-fuck" it, i.e. fix and smooth out the issue one frame at a time. I would recommend constraining a locator to his heel, then add a motion trail to the locator, and check for any noticeable pops in the trail. Then do the same with his knee.
