In the flipped normals video above "What You Get Wrong About Sculpting Heads" they talked about long necks so I looked it up. 

Most necks have seven cervical vertebrae but some people are born with up to three extra cervical vertebrae. This is called supernumerary cervical vertebrae and is a birth defect. Generally people with this condition only have one or two extra vertebrae. This can cause neck issues if the extra vertebrae are not properly formed or balanced.
