How would you guys retop this coat collar? (character art/gameart)

I'm making this coat for a character in MD but I cant figure out how I would go about retopping this thing, specifically in relation to the coat collars (highlighted in red). For some reason the idea of retopping and baking this area is scrambling my brain.  Maybe I'm just overthinking this but any advice would be appreciated

Forget about your MD model and think like a game artist - that is to say in terms of thick foam-like layers, merged together in some places :
