Going to participate in the Leartes&Dekogon challenge. Taking some inspiration from Eddie Mendoza and blending it with some slight retro future but also giving it some personal story elements.
The setting is early 1950s and the war ended at the end of 1940s but the way it ended also triggered the end of the world. More on that later.

This is an alternate history type of thing where the main differences are that the URSS joined the Axis at the middle of the 1940s and the war continued till 49. UK and Germany are on their last legs and the war is fought mostly between US and URSS. War ends with the russians bombing the US - as a retaliation to the bombing of Japan one year earlier - and by doing so started nuclear holocaust.
Its 1951 and the average temperature has dropped 4 degrees. A permanent and thick layer of clouds has covered almost the entire planet. The air is unbreathable, rain is acid and whatever is left of the population is either underground, in the mountains or - for the wealthy - in a blimp.

I edited the main post and added a bit more info on the story side.
I think i should add more info about my thought process and workflow but not sure how. Maybe with some gifs, dunno.

I did intend for it to be dark and depressing but i think it is missing something to really "sell" that feeling. Maybe i did not fully commit to the idea and that comes through somehow.

The grafitti is supposed to be painted messages by the survivors in order to convey some story elements.
Neon lights were one of the things that got scrapped due to lack of time. One of the lessons learned on this project is that if you dont know how much available time you have maybe dont try to do everything.
