Anything out there that can do that Ndo used to do?

Just like the title says; is there any software out there that can do what Quixel Ndo could do? I know Mixer is a thing but I haven't been able to find any information on weather it has Ndo-like capabilities or not.

all the substance tools can convert height to normals, as can mixer but none of them have photoshop's painting toolset
